I discussed to-day with Mr. Warner, F.E.D., F.O.. the

sentence appearing on page 6 of Foreign Office

Memorandum on F.0. 57572/20-H.K., which states that

the question of the adoption by other parts of the Empire of the arrangement, regarding the export of opium, between the United Kingdom and France, America

and Japan, had been submitted to the Governments

concer ed for their consideration.

At the time the memorandum was prepared the Foreign Office rere under the impression that this had been do, but our letter on 63313/20 H.K.

made the situation clear to them. The situation as

explained to the Foreign Office thus, was as follows;

I. As regards export from United Kingdom,

Kingdom only on production of a certificate that it

was required for legitimate purposes and would not

be re-exported.

II. As regards exports from the Dominions to

Foreign Countries, the question of inviting the Dminions to make similar arrangements vis-à-vis

foreign countries as existed between the United

Kingdon and U.S.A., France and Japan, was receiving

attention.

III. No reference was made to the question of

extending the arrangement to the non self governing

Colonies vis-à-vis foreign countries.
